VMM/cli: Activated help subcommand. Implemented Command.help_(), which reads the command's help message from cli.clihelp.

When you have installed vmm as described in :doc:`installation/install_vmm`
a copy of :download:`vmm.cfg <_static/vmm.cfg>` will be stored in
:file:`{$PREFIX}/share/doc/vmm`.
