setup.py: PEP-314-ified. Distutils setup() function now has the 'requires` keyword parameter.

Configuration file for vmm

When you have installed vmm as described in :doc:`installation/install_vmm`
a copy of :download:`vmm.cfg <_static/vmm.cfg>` will be stored in
:file:`{$PREFIX}/share/doc/vmm`.
